The H2O Platform marks a significant milestone in Saudi Arabia’s water sector transformation as the Saudi Water Authority (SWA) partners with IBM to deploy an advanced AI-powered digital ecosystem. This next-generation platform leverages IBM Consulting’s expertise in generative AI and hybrid cloud technologies to revolutionize water management across the Kingdom.

Announced on February 3, 2026, in Riyadh, the collaboration brings together cutting-edge artificial intelligence capabilities with decades of water management expertise to create a comprehensive solution for one of Saudi Arabia’s most vital resources. The platform provides decision-makers with actionable insights, enabling real-time monitoring, trend identification, and proactive resource management across the entire water value chain.

Comprehensive Digital Transformation with H2O Platform

IBM Consulting collaborated with the Saudi Water Authority through more than 25 workshops to identify and develop over 40 data-driven use cases spanning the complete water value chain. These use cases were carefully mapped to SWA’s mandates and organized into a detailed catalog, backlog, and implementation roadmap. The team leveraged advanced AI, hybrid cloud, and data integration technologies to translate prioritized use cases into operational capabilities that now provide real-time insights, predictive intelligence, and a unified digital framework.

The ecosystem introduces the Consumer Assistant, an AI-powered virtual interface that enhances citizen engagement by enabling users to access water services, track consumption, and receive personalized conservation recommendations. This consumer-facing tool represents a significant step toward democratizing water management information and empowering citizens to participate in conservation efforts.

AI-Powered Intelligence at the Core

At the heart of the platform lies the H2O Intelligent Assistant, a generative AI-powered tool that supports decision-makers through data-driven insights and interactive alerts. The assistant provides dynamic, persona-based insights to guide financial, operational, and strategic decisions within a secure environment compliant with the National Cybersecurity Authority’s regulations and AI ethics guidelines.

Looking ahead, both organizations will explore evolving the platform into an agentic AI ecosystem, enabling autonomous digital agents to collaborate, learn, and execute complex tasks with minimal human input. This advancement will further enhance predictive accuracy, decision speed, and proactive resource management across the water value chain.
