IBM Consulting has officially launched operations in Saudi Arabia’s Al-Baha region on December 9, 2025, marking the IBM Al-Baha operations launch as part of a strategic partnership with Al-Baha University. The technology company has opened its first branch in Al-Baha, establishing a Center of Excellence designed to train local talent and support the Kingdom’s digital transformation goals.

The launch follows an October 2024 agreement between IBM and Al-Baha University. According to the company, the first cohort of students has already completed training programs and received opportunities to join IBM as employees.

Through this program, IBM and Al-Baha University will develop CH-MARL (Constrained Hierarchical Multi-Agent Reinforcement Learning), an AI framework designed to coordinate fleet management operations such as cargo trucks and port equipment in near real-time. The pilot deployment will utilize IBM watsonx.ai, IBM Cloud, and planned integrations with IBM Maximo and IBM Sustainability Software.

According to IBM, the system aims to reduce idle times and fuel consumption while decreasing emissions and improving air quality at major logistics hubs across Saudi Arabia.

“Our partnership with Al-Baha University builds on our legacy of launching partnerships and establishing educational initiatives,” said Khaled AlOfaysan, Country Manager and Managing Director of IBM Consulting Saudi Arabia. He added that the IBM Al-Baha operations launch aims to strengthen the country’s digital infrastructure and develop future consulting leaders.

His Excellency Prof. Dr. Abdullah bin Yahya Al-Hussain, President of Al-Baha University, stated that the partnership transforms lives by empowering students to embark on learning and professional journeys. He emphasized that the training programs provide students with preparation for the modern workforce.

Dr. Mansour Sehmi Alghamdi, Director of Al-Baha University’s Domestic and International Cooperation Department and CEO of the Applied College, noted that the university focuses on expanding Al-Baha’s capacity for high-technology skill acquisition in practical, applied manners that impact individuals, organizations, and economic spaces.

Partnership Strengthens Vision 2030 Alignment
